Component 3 – Institutional Capacity Strengthening

This component supports institutional development efforts for Blantyre Water Board (BWB), Blantyre City Council (BCC), and the Ministry of Water to enhance the efficiency, sustainability, and governance of water and sanitation services in Malawi.

BWB Institutional Capacity Development Plan

The project contributes US$15 million (of the US$23.5 million total plan) to strengthen BWB through a Performance-Based Grant (PBG) framework. The action plan includes:

  • Staff efficiency improvements, performance management, and women’s empowerment in leadership roles
  • Internship opportunities for female graduates
  • Innovative and climate-resilient operational solutions for water treatment, asset management, and energy savings
  • Enhancement of customer service systems and facilities

Key BWB Activities Include:

  • Upgrading SOPs, technical training, and tools for efficient service delivery
  • ICT systems upgrade: SCADA, GIS, billing systems, and hydraulic modeling
  • Smart meter installations at priority water points
  • New customer service centers and offices with green building standards (solar energy, smart equipment)
  • Fleet management improvements and operational vehicle procurement
  • Water Safety Plan development and implementation

Blantyre City Council (BCC) Support

BCC will receive technical and financial support to improve sanitation services and policy frameworks:

  • Review and update of sanitation policies, by-laws, and institutional documents
  • Training and capacity building in sewerage and solid waste operations
