Component 4 – Technical Assistance & Project Management Support

This component ensures the effective and timely implementation of all project activities through strategic technical support, robust coordination, capacity building, and transparent project management mechanisms.

Project Implementation & Oversight

  • Support to the Project Implementation Unit (PIU) at BWB and coordination with BCC and the Ministry of Water
  • Procurement planning and contract management for goods, works, and consultancy services
  • Monitoring & Evaluation systems to track implementation progress and project outcomes

Technical Assistance & Advisory Services

  • Specialist support in engineering, safeguards (environmental & social), and financial management
  • Advisory support for water quality monitoring, climate resilience planning, and sanitation system optimization
  • Stakeholder engagement facilitation and gender inclusion advisory

Capacity Development & Training

  • Training of staff in project management, fiduciary compliance, and technical operations
  • Workshops and knowledge exchange programs to improve service delivery across all implementing partners
  • Support for digital tools and MIS for performance tracking

Financial Management & Auditing

  • Project budgeting, disbursement tracking, and expenditure reporting
  • External audits and fiduciary risk mitigation planning
  • Support for maintaining World Bank and Government of Malawi financial compliance standards

Environmental & Social Safeguards

The component ensures compliance with environmental and social frameworks (ESF), including the preparation and implementation of safeguards instruments such as ESMPs, RAPs, and stakeholder engagement plans (SEPs).
